As the year 2025 comes to an end, we would like to express our deepest gratitude to everyone around the world who has visited the <KCOPA REPORT>. The Korea Copyright Protection Agency (KCOPA) will continue to aim to build a sustainable global cultural ecosystem where creative content is respected and used fairly.

Based on this goal, the <KCOPA REPORT> will discuss its achievements and key issues on international cooperation for copyright protection, and contribute to an environment where creators and users can thrive together. This issue features major copyright protection activities undertaken by KCOPA throughout 2025, as well as an in-depth look at global copyright concerns that are drawing global attention.

“Reading the World Through Copyright Law” examines the legal obligations of AI operators and the new role of copyright law. Moreover, it explores the current challenges of copyright and its future directions from a multinational perspective by examining the illegal translation of webtoons and web novels and the unauthorized use of music and videos in the short-form content era.

“Copyright Technology Trends” tackles similarity comparison technology and improvement measures that address the growing demand for choreography copyright. It also discusses generative AI models, copyright issues, and the development of a criminal response process system to facilitate international copyright infringement cooperation investigations.

“C STORY Meets People” talks about the direction of a joint response by two countries against copyright infringement through Professor Tatsuhiro Ueno of ALAI, Japan. Interviews with singer 10CM, the PR ambassador for the 2025 Copyright Protection Campaign, and an official from the KCOPA Integrated Response System highlight the practicalities of copyright protection and the significance of cooperation.

“Copyright Disputes and Interpretations through Case Studies” analyzes key issues, by focusing on three key keywords, in overseas copyright protection trends for the first and second half of 2025. It will offer insights that will allow collaborative discussions on the direction of Korea’s copyright protection policy in the rapidly changing international copyright landscape.

“Copyright Protection On-the-Scene” features the 2025 Copyright Protection Campaign Proclamation Ceremony, the Copyright Protection Future Forum that will discuss the future direction of copyright policy and technology, and the Copyright Protection Awards Ceremony, which emphasizes the achievements of copyright protection activities, including the spread of copyright protection culture throughout society.

KCOPA promises to continue to promote the international importance of copyright protection and to lead in the cultivation of a healthy copyright ecosystem where creators and users can grow together and respect each other.
