문화산업 발전 이끌기 위해

1. 안녕하세요 부국장님. 베트남 저작권국에 대한 간단한 소개 부탁드립니다. 

베트남 저작권국(Copyright Office of Vietnam)은 베트남 문화체육관광부 산하기관으로 저작권 및 관련 권리 보호 등에 관한 법률 시행에 관한 업무를 담당하고 있습니다. 

구체적으로 저작권, 저작인접권 관련 법률 정책 개발을 위한 상담활동을 비롯해 지적재산권법 실시에 따른 저작권, 저작인접권에 대한 법률 규정 및 국제적 협력 활동을 전개하고 있습니다. 또한 창작자 및 소유권자들의 저작권, 저작인접권 접수 및 등록과 국가문화산업 발전 촉진을 위한 관리와 모니터링을 진행하고 있습니다. 

Hello Mr. Deputy Director, could you please provide me with a brief introduction about the Copyright Office of Vietnam (COV)?

The COV is an agency under the Ministry of Culture, Sports and Tourism of Vietnam, and is responsible for enforcing laws on copyright and related rights protection. 

One of our main functions is to consult on the development of legal policies on copyrights and neighboring rights; to implement legal regulations on copyrights and neighboring rights in the implementation of intellectual property law and to participate in international cooperation activities; and to receive and register copyrights and neighboring rights from authors and owners and to manage and monitor the promotion of national cultural industry development.

2. 베트남의 문화콘텐츠 산업이 빠른 속도로 발전하고 있다고 들었습니다. 이렇게 빠르게 문화콘텐츠 산업이 발전할 수 있는 원동력이 무엇이라고 생각하십니까?

베트남 문화콘텐츠 산업은 미술, 영화를 비롯한 다양한 분야에서 빠른 속도로 발전하고 있습니다. 베트남은 문화산업을 발전시키기 위한 여러 원동력을 바탕으로 많은 발전 계획을 세우고 있습니다.

베트남 문화콘텐츠 산업이 이처럼 빠른 속도로 발전할 수 있었던 것은 베트남 정부의 많은 지원과 관련 단체 및 창작자들의 끊임없는 노력 덕분에 가능했다고 생각합니다. 디지털 플랫폼 기술의 발전도 문화산업 발전을 견인하는 역할을 하고 있습니다 

문화산업을 더욱 발전시키고 유지하기 위해서는 저작권, 저작인접권을 보호하는 것이 중요하다고 생각합니다. 저작권국은 저작권, 저작인접권 보호를 위한 다양한 인식 제고 활동을 하고 있으며, 국가기관과 관리기관을 대상으로 저작권 보호 교육을 진행하고 있습니다.

We have heard that the cultural content industry in Vietnam is developing at a rapid pace. What do you think is the driving force behind this rapid development?

Vietnam's cultural content industry is developing rapidly in a variety of fields, including art, film, and more. Vietnam has many driving forces and plans to further develop its cultural industry.

The motivation for this development comes from the policies of the Vietnamese government, organizations, and individuals that have done much to promote the development of this sector. Currently, the development of digital technology platforms is also benefiting the cultural industry.

We believe that it is important to protect copyright and related rights to develop and maintain the cultural industry. COV conducts many awareness-raising activities to protect copyright and related rights, and provides copyright protection training to national organizations and management agencies.

3. 2030년까지 문화산업을 전체 GDP의 7% 규모로 성장시키겠다는 목표를 설정하였는데, 목표를 달성하기 위한 전략에 대해 설명 부탁드립니다.

베트남의 문화산업은 아직 발전 가능성이 높은 초기 단계라고 생각합니다. 지금까지 달성한 성과들도 많지만 앞으로 더욱 더 많이 노력해야 할 것입니다. 베트남 정부는 문화산업 발전을 위해 작년 12월 하노이에서 문화산업 관련 큰 회의를 개최하였습니다. 이 회의에서 문화산업을 전체 GDP의 7% 규모로 성장시키는 것을 목표로 설정하였고 목표 달성을 위한 여러 전략을 세웠습니다.

2023년부터 2035년까지의 전략계획안을 수립해 한국이 음악과 영화산업에서 많은 발전을 이룬 것처럼 베트남도 중점적으로 확대할 산업 분야를 선정하여 육성시킬 예정입니다. 그리고 문화산업 발전을 위한 법률 지원책을 마련하고 있습니다. 법 개정뿐만 아니라 콘텐츠 제작 기업이나 개인 창작자 관련 면세 정책과 대출 지원책을 준비하고 있습니다.

아시다시피 베트남은 남북으로 길게 뻗은 지리적 특징을 바탕으로 나뉜 다수의 행정구역과 50여 개의 민족으로 구성되어 있어 각 지역별로 특색 있는 상품들을 많이 보유하고 있습니다. 각 지역에서 지역의 대표상품을 지정하고 대표상품을 이용한 문화산업 발전 계획안을 작성하여 정부에 제출하면 정부와 저작권국이 선별하여 베트남의 대표 문화상품으로 선정해 중점적으로 개발하고 있습니다. 또한 신기술을 익히고 발전시키기 위해 한국을 포함한 선진국들의 문화산업 발전 방법을 배울 예정입니다. 

문화를 발전시키는 것도 굉장히 중요하지만 문화를 산업으로 연결 짓기 위해서는 창작자들을 지키기 위한 노력도 필요합니다. 창작자들의 권리를 지키기 위한 저작권 보호 강화도 중요 전략 중 하나입니다.

You have set a goal to grow the cultural industry to 7% of the GDP by 2030. Could you explain your strategy to achieve this goal?

I think Vietnam's cultural industry is still in its early stages with plenty of potential for development. We have achieved so much so far, but I think we still need to do more. The Vietnamese government organized a large conference on the cultural industry in Hanoi in December of last year to develop the industry. The conference set a goal of growing the cultural industry to 7% of the total GDP and established numerous strategies to achieve this goal.

We have a strategic plan for the period from 2023 to 2035, and just as Korea has made considerable progress in music and movies, Vietnam will also select and develop industries to focus on. We are preparing legal support measures to develop cultural industries. In addition to amending laws, we are preparing tax exemption policies and loan support for content production companies and individual creators.

As you know, Vietnam is composed of many administrative regions divided by geographical features stretching from north to south, and it is home to more than 50 ethnic groups. As a result, each region has many unique products. Each region designates a representative product, comes up with a cultural industry development plan using the representative product, and submits it to the government. The government and COV then select it as a representative cultural product of Vietnam, and focus on developing it. Furthermore, we will learn to develop cultural industries in advanced countries, including Korea, to discover and harness new technologies.

While developing culture is incredibly important, connecting culture to industries also requires protecting creators. One important strategy is to strengthen copyright protection to preserve the rights of creators.

4. 저작권 인식 제고를 위한 저작권국의 사업 내용이 궁금합니다.

보다 많은 국민들에게 저작권에 대해 알려주기 위해 저작권 인식 제고 업무를 매년 수행하고 있습니다. 이해관계자들을 대상으로 저작권 정책과 관련한 세미나와 포럼을 개최하고, 국민들을 대상으로 언론사나 방송국 등을 통해 저작권 관련 인식과 문제를 인터뷰하고 있습니다. 그리고 저작권 관련 법률과 집행에 대한 내용도 책으로 만들어 배포하고 있습니다. 

젊은 층에게 다가가기 위해 웹사이트를 통한 저작권 정보도 제공하고 있으며, 세계지식재산권의 날과 같은 저작권 관련 기념일에는 공모전, 게임 쇼와 같은 행사를 열어 저작권 관련 퀴즈나 연극 등을 포함하여 대학생들이 직접 참여하고 즐길 수 있도록 하고 있습니다. 

I'm curious about COV's initiatives to promote copyright awareness.

To make more people aware of copyright, we conduct copyright awareness programs every year. We hold seminars and forums on copyright policy for stakeholders, interview people about copyright awareness and issues through media outlets and broadcasters, and distribute books on copyright laws and enforcement.

To reach younger audiences, we also provide copyright information on our website, and on copyright-related occasions, such as World Intellectual Property Day, we organize events like competitions and game shows to engage and entertain university students through copyright-related quizzes and plays.

5. 마지막으로 베트남의 저작권 문화 산업 발전에 대해 한 말씀 부탁드립니다.

베트남의 문화산업과 저작권 보호에 대한 인식은 점차 발전하는 단계에 있습니다. 저작권에 대한 인식이 높아지면 문화산업도 함께 발전할 것이라 생각하며 베트남 정부에서도 많은 관심을 갖고 저작권 인식 제고를 위해 많은 준비를 하고 있습니다. 앞으로 베트남의 저작권과 문화산업은 더욱 발전할 것이고 이를 위해 노력하겠습니다. 감사합니다.

Lastly, what would you like to say about the development of the copyright culture industry in Vietnam?

Vietnam's copyright and cultural industries are in their developing stages. I believe that if copyright awareness increases, the cultural industry will also develop. The Vietnamese government is very interested and is making many preparations to raise copyright awareness. I believe that Vietnam's copyright and cultural industries will be expanding in the future, and we will strive to achieve those goals. Thank you.
